Letter of Intent/ Interest

I am in wait list purgatory. Could someone please explain the differences between letter of intent and letter of interest? I intend to go to any school that accepts me. What is the best time to send such letters? Now or end of April?

Pick your top choice and send one letter of intent saying you'd immediately accept an A because they're you're top choice. It doesn't mean anything to email every school you're waitlisted at, obviously they know you want to go to A medical school.
