LOR due dates?

Are our LORs supposed to be in by 9/15 to submit "on time"? I have 2 uploaded and the other 2 haven't responded to my email with my PS/CV etc (but agreed to write one in person) - time for a reminder email?

We don't review an application until all of the letters are in your file. But, we don't start looking until October 15th.

Do surgery invites generally go out late? For ex. mid october/november vs late september
