when you start residency, they give you all this paperwork which includes the application for the DC teaching license. I believe if you moonlight you apply for your own license [after taking step 3]

My understanding is that you need a DC license to practice in the district. You can, however, set up shop in Maryland or Virginia and then have your scripts recognized by the surrounding states as well as DC.
