More important for OOS, % OOS interviewed, or % OOS matriculated?

When determining which schools are good to apply to OOS which is more important to look at on the MSAR, the % of OOS applicants that got interviews or % of matriculants who are OOS? There are some schools (ie Wake Forest) where only 5% OOS applicants were granted interviews while over 50% of the matriculants are OOS while other schools are the opposite--lots of OOS interviews but few matriculants. Which is a better gauge of OOS friendliness?

Also, keep in mind that many OOS students who are accepted may choose not to matriculate for financial reasons, especially if a school applies a ridiculously higher tuition rate to OOS students. So, for the purpose of deciding which schools to apply to based simply on the likelihood of being accepted, look at % interviewed/accepted. But if it's going to cost you $400K in debt to graduate from state school A as an OOS applicant, take that into consideration before applying, even if you have a high chance of being interviewed/accepted. No point in wasting money.

I was going to say something along these lines.

The %OOS matriculated really means nothing in terms of you being accepted to the school. However, something is scaring away or attracting those OOS matriculants if the % is lower or higher than you would expect. That something is most likely money.
 
I will 4th OOS interview and acceptance percentage. Some of the more OOS friendly public schools include UMich, OSU, UVA and IU.
 
Interview. Some schools with a few OOS accepted/matriculants generally only take MD/PhD students from out of state or students with very strong ties (especially state schools). MUSC, UF, and Medical College of Georgia come to mind...
