With independent schools of public health, UCLA and UC Berkeley would be the two best programs. Both are tied in the rankings at #8; however, beyond that, they are supported by two well-established, productive research universities.
I believe Stanford sends their students to Berkeley for their MPH work.
San Diego State Univ and Loma Linda also have stand-alone schools of public health though they are less well-known.
