With independent schools of public health, UCLA and UC Berkeley would be the two best programs. Both are tied in the rankings at #8; however, beyond that, they are supported by two well-established, productive research universities.

I believe Stanford sends their students to Berkeley for their MPH work.

San Diego State Univ and Loma Linda also have stand-alone schools of public health though they are less well-known.

There are several other MPH programs associated with Graduate Schools and Schools of Medicine at various universities. They can be found here:

There really isn't a ranking guide for MPH programs like there is for Schools of Public Health so I can't relay any information about those.
