underaged vs youth

i am writing the experience for one of the chicago essays
anyhoo, when i was coordinating some services for a local fellowship, i set an age-limit so that some lazy punks won't be able to abuse the services
basically, u get free rides to church as long as u r underaged (19below)

should i say underaged or should i say youth/teenagers/etc?
underaged sounds too weird when u r not talkin about drinking/driving/marriages

I would say "minor"
 
i would definitely go with 'youth' or 'minor' as well. underaged has a negative connotation.
