No step 2 = No Rank ????

I've heard some people suggest that TY and prelim programs may not rank you without a step 2 score. Is this true?
In my case, I have good grades and a 233 step1, so I was hoping to put off step 2. I greatly appreciate any advice.

A med school dean told our class that many programs (not just prelims/TYs) will not rank applicants w/o passing step 2 scores (at least CK, some apparently also want CS).

This is not consistent with my experience during the match process last year. I was never asked about step 2 and I took it about 2 weeks after rank lists were submitted. Landed my #1 in a competitive field. Programs do not want to waste time interviewing people they won't rank. Unless your interview is a complete disaster, I would expect to be ranked; where you are ranked is an entirely different question, and step 2 may help in that regard.
