NYCOM In-State Residency Question

I recently was told that NYCOM give preference to not only NYS residents but also any applicant from the northeast. Has anyone heard of this as well? Also, is there a large variance in gpa/mcat scores for in-state versus out of state?

It is a private school I don't think they have a preference. It just happens that the ratio is 70:30.
