It depends on the school. Some initially accept just the size of their class and take waitlist students as they need them. Others over-accept their class by alot, knowing that they will lose students, and hoping that they will not need their waitlist too much. Just about every school I've read about does pull from the waitlist at some point, but it is difficult to tell the percentage which I would imagine fluctuates from year to year. I know this doesn't help you much, but maybe someone has more specific facts and figures. Rumor has it that Northwestern only took 2 students off their waitlist last year, but other schools like Wash U take many off.
