For these essays, some of them ask to state information that won't be found anywhere else in the application. Would these optional essays be a good place to quickly talk about your ties to the state, if that is not asked elsewhere in other secondary questions?
 
I don't see why not (particularly for state schools who give preference to OOS applicants with ties to the region).

These areas are really for you to share anything else you want the adcoms to know, ties to the state included.

Okay, thanks! Should I just right a couple sentences stating my ties to the state and why they interest me in practicing in the state, or should I try to write a whole essay on the topic?
 
Write something coherent, concise, and compelling if you have it. Strong ties, background, etc. A half dozen sentences may be enough but write it well.

Don't BS. ADCOMs can almost always smell if you're making something up. If you don't have anything compelling, leave it blank but think of something before interview day, because it will come up.
 
If the ties helped motivate why you applied there, then sure. Just be genuine about it, as others have said.
