Order of 4th year rotations

I am on a military scholarship but I am posting here because my question is about doing an away rotation at a civilian hospital. I am required to do two away rotations with the military (probably 1 ER and one radiology). I want to see what a place with a residency program is like since my school doesnt have one. Is it better to do the civilian away rotation in July before my military stuff or do it after in Nov or Dec using it as exposure to what a big program is like. Any suggestions would be helpful.
