In the attachment, the oxygen with the double bond and Negative Formal charge, is that even possible? Can oxygen expand its Octet like that? I have never seen that before...

It isn't possible. An element has to be in the 3rd period or lower to expand its octet (those elements have access to d orbitals). Also notice that the carbonyl carbon has 5 bonds and is also violating the octet rule.
 
Damn Kaplan Book. According to the book, it is the correct answer for a resonance form of the conjugate base of p - aminobenzoic acid

Exactly why I didn't use Kaplan. They are terrible and have so many mistakes. Focus on chads videos. That's all you need for chemistry
