There are certain schools that rarely accept out of state students (for example: ECU), but there are also a plethora of schools that care more about stats and admitting the best potential class than residency status. I just got into NAU as an out of state student which, from what I'm told, is relatively difficult...I earned the grades, spent time studying for my GRE, made sure to take the time to craft an insightful personal essay, and prepared for the interview....and now I will be attending my top choice. In sum, you can't control a school's in vs out of state policy but you can control your grades, GRE, recommendations, personal statements, and interview knowledge. Be effective in those and you will get into schools.
