Your GPA is slightly low to easily get into a PA school that doesn't care about health care experience, and your HCE is inadequate for one of the high HCE schools that would take your GPA. You have to decide what you want to do over the next year or more to improve your prospects. I'd suggest you work on both getting better and more HCE, and improving your grades. Your grades haven't boxed you into a corner, but your chances don't start looking good until you start getting up into the 3.5 range, unless you have real HCE like paramedic, nurse, etc.
