petition to exceed 80 hour work week??

Hi guys -- i am doing my homework & came across the following

about extending 80 hour week to 88 -- is this something residents do individually or institutions get permission to do ?

anyone seen this before?

thanks -- so do you know what programs have done it? if any? and is it generally considered a good thing or bad thing? i mean i know it is 8 more hours of work/ week . but it has to be justified right? so residents are actually learning/staying longer for meaningful things?

I would think that such a program would have a hard time getting and keeping residents here. That's not something I would want to make public if I was a program director.
