Prelim Surgery at NYP -Cornell Housing question

I was reading on their website that they require their surgery residents to live in hospital housing throughout residency? does anyone have any input? does this apply to prelims too?

i sure hope that is not true. I was really interested in this program for prelim year but this would be a deal breaker.
