In this question, Jim only chooses the two letter once which means 4/7 x 3/6 = 2/7 because the order does not matter and he only picked those two numbers once. So why do they do it twice? I am confuse about this question, please help!

in the question they say "in any order" so you would have to account for both ways. essentially you can just do what u did and multiply that by 2 and you'd have the answer.

You do it twice because you can draw the vowel first and then the consonant, or draw the consonant first and then the vowel. The order doesn't matter so you have to take into account both of these possibilities.
