I would only do that if you don't put on your application you will be getting a degree at a certain time. Otherwise, it seems a little fraudulent to state you anticipate a degree in May 2009, when you knowingly won't have it. It is like saying you will have volunteer/work experience that starts at a later date on a job application, but you won't actually take part in it if you got the job early. I wouldn't take that route. Just be honest with your plans on your application, if you state you will have a degree, try to follow through with it.
 
If you say you are getting a degree and don't get it, even if you get accepted they won't let you start till you show your degree. So after getting accepted they can deny you.
 
It honestly might depend on the school, so maybe contact a few you are interested in and see if they put contingencies on their acceptances. However, if you know you won't finish your degree then don't put it on the application.
