Quick question about being accepted

I got accepted to a Texas school. They emailed me a while back that I had to fill out some forms (background check, disability form, etc.) The only reason I haven't filled them out is because I am hoping to be moved off the waitlist from other schools. Can I filled these forms and still decline my acceptance offer later?

I figured this be a quick phone call to admissions but i felt like a douche to ask something like that.

I don't know the specifics of this school, but in general, yes. Most schools will have you place a seat deposit to hold your spot while you accumulate acceptances. On April 30th(ish), you will have to drop all of but one of your acceptances. These forms would certainly not bind you to the school, but if you want to be sure it couldn't hurt to call the office. (They wouldn't mind)
 
No school can compel you to attend until April 30th. You can do all the forms and still withdraw and get your deposit up to that date

I actually just withdrew from a school after "accepting my seat" and doing all their forms. It's a natural part of the process
