Is there rules for residents regarding:

Using residents to do many nursing homes
or using them to see 100+ patients a day just to make the attendings money?

Morally I know it’s wrong. Is there any regulations or rules that would govern this?

In regards to nursing homes, depending on how encounters are supervised and billed, there is this organization called CMS that has some pretty well defined rules...

If you are going to cut nails in nursing homes and an attending physician is billing Medicare patients while not in the building or billing new patient evaluations without seeing the patient/being in the room then I would go ahead and blow that whistle on him/her. You may be entitled to a % of what the feds get from the doc...that might make up for the crap pay another podiatrist will offer you out of residency.
