I am currently in my final year of the PharmD program at some school in the Northeast...not the best program out there. I have an extensive resume (basic and clinical research experience), rho chi, community outreach, and leadership activities. Besides applying to PGY1 programs on the east coast, I would love to make it back to California for a PGY1 at UCSF, Huntington Hospital in Pasadena, or the VA San Diego. My concern is that I would be "shunned" since I've heard California residencies tend to give preference to PharmD students from within the Golden State. Any thoughts would be greatly appreciated

i haven't heard about that
i also searched a few Cali programs, most of them require you to be licensed by certain date(which is early), and Cali board of pharmacy is really slow for out of state students who want to move to Cali (slower than DMV) according to some of the threads on this board.
so i don't want to deal with the board and probably won't apply to Cali
 
Not true at all. I see plenty of out of state residents, even the program that I'm in had a couple of out of staters before. It's just simple statistics, of course in california you're going to find that most residents are from CA schools. Apply, you got nothing to lose.
