Didn't match in Phase II so on to the scramble ... anybody else?

I am Also unsure how scramble works. The description makes it sound like we can choose to not go through PhorCAS and complete the process "independently", but then it talks about how offers cant be made by programs until the 19th...is it independent or do we have to abide by the dates?
