Resident vs. Out of State

Does it truly make a big difference if you are applying as a resident vs out of stater? how about the standards....lower or higher for residents? Seeing how I am from Utah and we don't have a d-school I was wondering if it's a smart move to move somewhere that has a d-school to save money, be more competitive,...get in! Let me know your thoughts...

Isn't Utah a WICHE state or something like that? Some state schools either have official or unofficial agreements with states that don't have a dental school. I think schools like Oregon, Minnesota, and Tennessee participate in this sort of program.
