FYI: The scholarship is for the University of Oregon in Eugene, not Oregon Health and Sciences University in Portland. UO does not have a medical school and OHSU is the only medical school in OR.

Are not the campus branches the same university and thus moveable?

They are separate state universities. Many years ago, they were affiliated, but now they are distinct.
