It took me 2 weeks to get my scroll back from the congress.
I got the Army HPSP on Marh 24th, and got my scroll on the 5th of April.
And I think you need to commission within 5 days after you receive scroll.

i was 'selected' for the 4 year scholarship but had to wait for scroll (approval to become an officer by the congress) and once the scroll process is done, i went in to be commissioned.
In the old days, you would come on active duty, but were in "Conditional Reserve Status". After a certain period of time, you would apply to be converted to "Regular Air Force". Congress had to approve the move. It's some paperwork lingo to allow you to stay until retirement. It sort of meant you were a member in good standing. The process changed when Congress made the decision to have everyone be on Regular AF, Regular Army, etc.... status from day 1. In order to do this, you must be approved for this by Congress. Hence, you must go on a scroll of names that goes before congress for approval.
