secondary vs. primary

hey all,

i dont know if anyone really knows the answer to this question, but ill ask anyways....

in considering an applicant, which application weighs in more...the primary or the secondary...

the reason i ask is because a lot of secondary questions are either restatements of the primary or just plain stupid. if anyone has any ideas, feel free to chime in
