Yes, if you would intend to enroll in the waitlist school if offered acceptance from their waitlist. PTE is non-binding.

Absolutely. A lot of schools don't really value them, and most adcoms on SDN say they are treated as non-binding lies from desperate candidates, but, rest assured, it is done all the time. You selected PTE at a school where you had the option. That does not preclude you from wanting to attend a WL school more.
