Should I submit the app now without all my rec letters?

Hi, I had a quick question:

If I will have 3 out of my 4 letters of recommendation ready by today and I'm not sure yet how long it'll take to get my 4th letter. Should I wait for the 4th letter to submit the application or should I just submit it now since I'm done and then have 4th letter sent to AADSAS whenever it comes in? I'm using interfolio to upload all my letters, I don't know if you can send 1 letter from interfolio separately from the other 3.
