State of Residency issue

Sounds like a messy situation -- I'm sorry your family is going through it... But SDN is not the place to find this information.

In terms of applying for medical schools, California is not a particularly advantageous state to be a resident of -- too many highly qualified applicants and too little in-state preference. So in short, this may not be a fight worth fighting. That said, you probably don't have time to become a legal resident of any other state, so CA it probably is. Mainly though, you'll just need to live somewhere and keep your legal US residency.

I'd look up what AMCAS says about international applicants, citizenship, green cards, permanent residency and state residency. Generally, all the information you need will be online and available, if not necessarily easily-decipherable. Start there, and follow up there with questions specific to your particular situation.
 
Keep in mind too that there are limits to the number of days/months that you are allowed to be away from the US as a green card holder. This limit depends on your country of citizenship too, so make sure you figure this out or else you might lose your green card!
 
With CA, residency status is guaranteed by high school attendance, not just current location. So you are fine if you did 3 years or graduated from a CA high school.

I've found several pages on UC residence for tuition purposes. Would that be different from residence for admission purposes?
 
It can be; the two are separate issues. That is rules/policy governing residency issues for purposes of tuition can be different from rules/policy concerning residency for admissions. Especially in CA, I would strongly consider changing to Uncle's address. This will not impact the tuition/financial aid issues with parents being out of the country.
