From your *previous* job? I suppose anything is possible if they want you badly enough, but that's typically either covered by your previous job (if they treated you fairly) or by you (if they didn't).
It sounds like that would effectively be a signing bonus. The only people likely to command that level of incentive would be a very senior recruit, probably coming into a leadership position.
I don't know what's typical. I switched from PP to academics a few years ago. Back then, there seemed to be a shortage of people going into academics and my tail was paid by my department. It's usually about double what your last year's rate. Mine would have been 20-25k or so. I probably would not have made the switch if they would not have paid the tail.
