Just wondering if it's about time to start inquiring about post-secondary silence from schools, aka to ask if I've been silently rejected or not.

Always call or email if you have questions, don't be afraid to do so..
On a side note, I once was waitlisted (after a wonderful interview), called to inquire about writing a LOI, they stated they don't accept one. I sent one via mail anyways, accepted 2 weeks later. Of course this not the rule.

Yes, however ADCOMs act in a similar manner, of course with school differences.
