too late to send LOI to school that waitlisted me? (applied last year, matriculating in 1 MONTH)

Last December I was accepted OOS and since then I have planned to matriculate at that school this August. However, recent events have made me strongly reconsider that. I no longer want to leave my home state for personal reasons.

I was waitlisted at my state school last Feb, but now I want to send a LOI because I strongly want to stay IS. Think it will work? Advice on how to make it work?

And yes, I know this is beyond super late for a LOI
 
How would you interpret a non-binding contract from a desperate applicant?

I find it hard to believe that a LOI would be of any benefit at all after a school has already assigned spots on the waitlist to its applicants.

Sure, you could remind them that you would be interested, but they aren't going to leapfrog others on the waitlist to help you out.
 
We can usually tell he will come by looking at where he is holding.

I'm holding an acceptance to a widely known school that's considered much more prestigious than my state school. Most people outside my home state don't even know my state school exists. Hopefully these circumstances will help my efforts

If you are accepted to a "better" school and your waitlist school has an unranked waitlist, go ahead and let them know. A clear and concise email is best.
