A lot of surgery prelims don't even actually interview. While TYs are exclusively filled by people going into advanced specialities and most prelim medicine programs are as well (+neurology), prelim surgery are frequently filled by people who fail to match at categorical surgery. There are always spots for prelim surgery available in the SOAP. Feel free to apply to a few if there are particular ones in locations that are important for you, but it wouldn't be strictly necessary to have that backup option in place.
While radiology programs are mostly advanced, a lot of rehab programs are categorical and don't need a separate intern year.
