Not sure, although July sounds kind of late. The real question is, why would you even bother? Michigan is one of the fastest schools in making decisions. You could just apply there regularly, possibly hear back by October 15, and not have to put yourself at a significant disadvantage by holding off all other applications until after your early decision.
 
hmm a quick look around their website seems to indicate no. I was looking at their calendar, and it lists all sorts of deadlines and such. Of note is the lack of any early decision deadline. Also the calendar is mum on oct 1, the date by which all EDP'ers must be notified.

Seconded. I can't think of one reason as to why applying early decision to any medical school would serve advantageous. If you're meant to get in, chances are you will either way.
