If it is a rejection, there is little or nothing you can do except ask them later how you can improve yourself. If it is a waitlist and you really want to go there, try a letter of intent. This worked for my friend and med school.I think they mean they got rejected and wanted a second chance...
I don't think there's an official appeals process...I would simply thank them for putting their effort into your app this year, and tell them that you are still interested should anything come up...
