UW community service LOR requirement

does anyone know if i absolutely need the community service LOR for washington? would they not even consider you w/o the LOR?

Seems this is a relatively new requirement (they didn't have it when I applied).

Q. Do letters of recommendation must come from professors? How many are required?
A. We like to see three different types of recommendations, one from a science faculty (can evaluate your academic and intellectual qualifications), one from a dentist (familiar with your knowledge of and motivation toward the dental profession), and one character reference (someone who can indicate your contribution to humanity and community). A committee evaluation is also acceptable.

I'm guessing based on the wording here that you would have a shot at being looked at without one (it doesn't say "You must have"), but that it might play a role later on with deciding if they should interview and/or finally admit you. I'd do my best to get one, but wouldn't sweat it if I couldn't (you certainly can't put all your hopes on getting into one specific school, at least not in the crazy and uncertain realm of dental admissions).
