Are those electrons localized to d-orbitals?
 
It's DElocalized....this must've just been an unfortunate abbreviation. Yes, delocalized electrons are ones that are shared between atoms, such as in the 2 resonance forms of an allylic cation, where the double bonds (and the electrons represented by them), shift from one atom to another.
