What schools should out-of-staters not apply to?

Is it okay if I am using the 2009-2010 book?

I don't expect there to be a big difference between mine and the newer version.

Should I buy the newer one or just use the book I am using?

What if I lived in Texas for most of my life and moved to live in California after i graduated college.......??
I am considered California resident...do I have a better chance as an OOS to apply to Texas....??
 
i feel like a huge reason i should not apply to anywhere past chicago is that i don't even realize iowa is next to nebraska. it's all those "over there" states that aren't california.

LOL @ this! I grew up in CA, and I definitely didn't know that they were right next to each other until a few years ago when I moved here (husband's job -- not by choice!). To me it was always one of "those states in the middle where it is really cold and has lots of farmers living in it."
 
Brody SOM at East Carolina University does not take any OOS
