What time will application open?

I just checked the ADEA AADSAS webpage and I did not find the webpage to start application. Do you guys know what time the application will open, at midnight or 8 am? In addition, do I need to register for ADEA membership to apply? If not, what is the webpage where I can start the application? Thanks
