I'm not sure where you are from... but it's really hard to believe that no hospital in your city has at least something you can do (file papers, etc.). You should inquire about the application process for a volunteer position at least, so you can stay on top of it when spots do open up. Be proactive about it too.
In the mean time, you should try to find a physician to shadow. I think it's kind of strange that nobody considers shadowing a clinical experience. I had lots of patient contact and interaction while shadowing. In any case, shadowing is important too so do this until a volunteer position opens up in a clinic.
You may also want to try calling smaller clinics... private practice clinics, etc. This may actually end up being better for you as a volunteer than being in a big hospital where people forget your name.
Oh, and lastly.... you should try applying for a physician scribe position. It's probably one of the best all-around clinical experiences a premed can get, in my opinion.
