When do you send LORs to schools?

I'm confused. Do you send LORs with your secondary application? Or just whenever you have processed your AMCAS application? Also, do all LORs have to be in before the schools contact you for interviews because my Committee letter is not getting done until end of July/early August. Is that bad? Am I still applying early? Thanks!

Schools will let you know, most of the time you send it in with your secondary but some schools (UMIch comes to mind) will ask you for them AFTER they get your secondary.
