my friend got awarded the HPSP scholarship but hadnt accepted. During the time after they got accepted, they were diagnosed with something relatively minor and told the recruiter. The recruiter said thats fine and they'll get that waived and they want them to get commissioned ASAP (school is approaching soon) even though it hasnt been approved for the waiver yet (paperwork being sent from physician soon). Would this be fraudulent enlistment (commisioning before officially getting waived first)?
