I've had questions about residents paying tuition here at Minnesota. I understand why you who are applying would be concerned. The issue is a painfully long story, but quite simply, this is what you need to know:
Historically U of MN residents were registered as students. Therefore they did not pay taxes, and paid tuition instead.
Since July 2005, residents are now considered employees, and pay tuition instead of taxes.
The deductions are roughly equivalent.
I verified this with a co-chief.
So overall, it's a lot of "sound and fury, signifying nothing"
First-years get $41,XX0 per year. I honestly can't recall the XX digits off the top of my head.
1/3 of that goes to the usual avenues.
