I spoke with Brian Zeglen, the Director of Admissions during spring semester in 2007 (he visited UC Berkeley and gave a presentation). Back then, he informed me that out of the ~2000 secondaries they give, ~1000 are automatic if you meet a specific GPA/MCAT combination (his example was ~3.7 GPA and 30 MCAT, it could be inaccurate or too generous) and the rest of the secondaries are given after consideration of the entire primary application.
That sounds true for some schools, but based on the dates people have posted regarding UCSD, UCSD must review the whole primary app.
