Hif binds to a CCCCGGGC sequence. Restriction enzymes bind to palindromic sequences. So a four base pair sequence would be CCGG and a six base pair sequence would be CCCGGG, both of which are palindromic (ie, the complementary strand is the same when you read it 5’-3’).

If you take an eight base pair sequence, it’s no longer a palindrome.
