My name was put on the list for scroll approval 3 months ago, and I still haven't been approved yet. Is anyone else with the same time frame still waiting?

I start school at the end of the month, and I'm starting to get a little frustrated. Although, I know this is the first of many things that I'm sure will frustrate me.

I was put on the scroll in late May (for Navy) and my recruiter emailed me a copy of my final select letter late last week so I guess I was on the lucky side. I had pretty much told myself that I wouldn't get it until after school started.

No. I've got my final select letter. I got that a few weeks after my packet went to the board. I'm waiting on scroll approval so I can be sworn in.

HPSP? I am waiting for the SecDef to authorize mine but it should be ready soon.

I asked my recruiter and my recruiter said that the Navy at least will backdate the tuition to cover the 1st semester if you do not have the HPSP signed yet. But you need it by the time school starts but it doesn't have to be signed.

My understanding of the issue.

That's weird. My recruiter told me that I couldn't get my final select letter until after scroll approval. In my case, this must be true because I'm supposed to be commissioned at the end of the month (they're just waiting on the documents to arrive).

My understanding of the issue.

I have a copy of the DOD regulation on this, but don't know if I'm allowed to post it. It basically says that as long as there is one day left in the semester and you are commissioned, they will pay for all of it. In addition any books bought within 45 or 60 days (I would need to check) of the start of the semester will also be reimbursed. The only thing they won't pay for is the stipend. It only accrues forward from the date of commission.
 
jfitz, I'd ask your recruiter if you'e been through the scroll approval process yet because if Founder and I have been waiting longer, I doubt you've been approved yet. My recruiter told me 4-12 wks, and it looks like it's going to be a little longer that 12.
You can get the final select letter without being approved from SecDef, but you can't be commissioned until you've been approved by the SecDef.

Also, Founder, I'm not sure how it works if you're sworn in after school starts. The HPSP handbook says something about the Navy paying a pro-rated amount. I don't know how that works.

I thought the same thing about it being prorated, so I asked my recruiter. He sent me the document saying that they'll pay it in full. I'll give my recruiter a call tomorrow to see if I can pass it on and then email to anyone who is interested (if he approves).

It looks like my recruiter might be a little mixed up on the scroll thing. Thanks for the heads up.

You can look at the HPSP handbook. It's 12, I think. Figure out your BSD, which is probably going to be when you're sworn in (whatever the latest of those 3 dates it), and that's when they'll start paying tuition. If it's after school starts, it's prorated. The handbook's effective as of 4/30/07. I'd pass that along to your recruiter and see what he says.

The document I have is an email from CDR Mike Bridges (the guy in charge of medical accessions) date June 17, 2007 addressing students who are commissioned after the start of a semester. Attached to the emal was the actual document authorizing it so I'm hoping that is the case because it is looking like my commission will come after school starts.

My recruiter told me that as long as I commission before 1 Oct I would get the 20k bonus. If I commission after the start of school I will not begin to receive a stipend until after commissioning. But the Navy will pay for the 1st semester and all the books from what I understand even if you are not commissioned when the school sends out the bill.

I'm not worried about the bonus; I'm worried about tuition. I know I'll be commissioned by Oct. 1. If not, I won't be taking the scholarship because this is ridiculous.

I'd just make sure you have that in your contract that you sign.
 
I applied to HPSP late, the last board met in May, right before I was about to start my first year of med school. I knew the exact date that board met and waited all day to hear something. I heard nothing! I call the recruiter, he said expect the news in the form of a letter (good or bad) about two weeks after the board. I still heard nothing! A month later, some dumb ass tech at the recruiters office states that he never got some letter for my appication and needed it, unfortunately, this would mean that I would have to get a three year scholarship. Only problem was, this tech was a *****, disorganized, and I gave him this letter at least three times in the past. Everytime I gave this ***** a document, I'd watch him toss it up on his disorganized desk. Several times, I had to fill out documents or provide things over and over because this idiot chronically lost stuff. Hell, the day of my MEPPS exam, he never even showed up, apparently, you are required to be escorted to go to these exams.

So, I gave up in frustration. In October of my first year of medical school, I get a call from the recruiter asking why I don't want a three year scholarship that I have been awarded and why I have not been returning her calls all summer long?

What? I have caller ID, this recruiter had not been calling me all summer, what is she talking about? So I call her up, get informed that I have a three year scholarship, just get comissioned and its all mine, it won't start until my MS2 year, but hey, three years is better than none, right? So I'm sold, I get comissioned, start MS2 year and guess what? I all of the sudden don't have a scholarship anymore. My recruiter has left town, her replacement is a ***** as well too when I call up to see that happened. I get phone call after phone call reassuring me that things have been cleared up and don't worry, I have the scholarship. By October of my MS2 year, neither myself or my school had seen a dime of money. After a call the the IG, things get on track and the scholarship come through after I went broke living on my own for a few months without scholarship or loan money.

Needless to say, things never went right from that day forward. So if you hear nothing, good! Run, don't take anything, I can go on and on with more horror stories just like this if you like.

I've had the opposite experience. My recruiter has been great. He's kept me informed the entire way. He let me know on a regular basis what he still needed from me, when my packet went to the board, when it got approved, etc. There's nothing he can do to make the scroll approval process any faster. He's done his part. I just need the SecDef to hurry the heck up.

I had a simliir experience and called the regional office to cancel my application. The guy I talked to offered to pick up my app and do it personally and he has been top notch all the way. I guess, like in any job, some people are great and others are lazy sacks.

That would be the policy, and DoD instructions are free to be posted. (As long as they are not classified.)
 
just to add. . I accepted to med school in feb, signed the form over, board approved end of march, the scroll I was on got approved in the first week of june, but I still haven't gotten COMDOCS, and no one seems to know where they are, or how long they will take.
From people last year, this year seems to be taking much much longer.

we should definently keep everyone upto date.
 
I was wondering if anyone else has gotten their comdocs yet, and on average how long between scroll approval and comdocs? If you know other HPSP Navy ask them as well.

I got my final select letter the beggining of June. I signed my comdocs on 30jul07
