Anyone keeping up with the student loan stuff the government is working with?

Was lurking my school's incoming D1 facebook group and someone posted a link saying if Obama signs this bill our interest rates will decrease to 5.4 for the unsubsidized direct loans and 6.4 for the Grad Plus. This would be huge for those of going to an expensive school. Anyone know if this affects incoming students loans or does anyone know if/when Obama plans to sign this bill?
