army hpsp age waiver

anybody know if age waivers are CURRENTLY being given out for hpsp?

i have a friend who will be 38 years and 9 months when she (if accepted for fall 2013) starts from dental school and 42 years and 5 months when she graduates in 4 years (41 years and 5 months, if she gets into uop).

any chance of getting a age for this person?

Answer I got when asked at OTSG is that it would probably not be approved unless she was prior service.
