Can I apply after sophmore year?

Every school has their own requirements. You will have to look at their specific requirements. Some have required number of credits (Wash U for example requires 90). I don't know of any that explicitly require a bachelors degree, but some may. Some will have specific course requirements or just strong recommendations.
